WFP: 1.6 MILLION IN NEED OF FOOD AID IN SOMALIA

GENEVA — The World Food Program (WFP) reports it plans to feed 1.6 million people in Somalia this year, including more than one million people who are in a state of crisis. WFP says some of the most vulnerable people are in areas formerly controlled by the Islamist militant group al-Shabab.

The World Food Program reports the situation in Somalia is somewhat better now than it was in August 2011, when the country was struggling with conflict and drought. Though the number of those in need has dropped by more than half, WFP says the situation remains critical, especially in the south.It is for this reason that WFP says it is particularly happy to be able to work again in the port city of Kismayo. This will be the first time in over four years that the agency will have access to this former stronghold of al-Shabab militants.

The Islamists, which held the population of southern Somalia virtually hostage for three years, barred the United Nations and other humanitarian agencies from entering the region and providing assistance.

WFP spokeswoman Elizabeth Byrs said a rapid food security and nutrition assessment carried out in Kismayo shows the severity of the situation there.“We found that half of the families of the households surveyed in Kismayo were food insecure and nearly 24 percent of children in Kismayo under the age of five were malnourished. So, the population has suffered from the lack of assistance,” she said. “From the withdrawal of aid agencies and NGO’s.”

Byrs says WFP already has begun programs to assist people in Kismayo, with a special emphasis on children under five and lactating mothers. One program she says provides daily hot meals to people in need of emergency assistance.

She says WFP is shifting from emergency assistance toward programs that help the most vulnerable become more resilient. She says it is important they have the means to cope with natural disasters, such as drought and floods.

“We do this by helping communities build assets to strengthen local livelihoods, such as building reservoirs, wells, building roads, reinforcing social safety nets including, of course, nutrition programs for mothers and very young children. Also, we provide school meals,” Byrs explained.

Byrs says WFP will be closely monitoring these programs to make sure they are working. She says people in Somalia remain extremely vulnerable and anything could easily push them back into a crisis mode.

WFP is appealing for $57 million to carry out its humanitarian operation over the next six months.

SOMALI SOCCER REFEREES PREPARE FOR FIFA COURSE

Somali Football referees are under huge preparations for a FIFA level refereeing course for the country’s elite referees. The course is slated in the neighbouring Djibouti next month according to a press statement by SFF secretary General Abdi Qani Said Arab on Sunday evening.

The Secretary General said in his press statement which was issued at the SFF headquarters here in Mogadishu that the referees are undergoing daily training sessions in the capital and other regions in the country, as kind of their preparations for the FIFA course.

“Here we have fully talented instructors including former international referees Abdi Abdulle Ahmed and Hassan Mohamed Mahmoud—I am very confident in the knowledge and experience of the instructors who are capable of coming with referees of high quality to the FIFA course in Djibouti” SFF secretary general Abdi Qani Said Arab mentioned in his statement.

He said that the FIFA refereeing course will gather some 28 elite national and international level referees from the southern regions and the semiautonomous states of Somaliland, Puntland and Gal-Mudug in a bid to spread the knowledge of football across the country.

“Our course is slated in Djibouti for 3-7 March this year—Somali Football Federation is weighting on increasing the quality and quantity of soccer referees in the country and that is why we hold the FIFA level course annually” noted the secretary General who added that Somali referees also undergo five other local courses each year.

He praised FIFA for its endless efforts of helping the SFF to promote the progress of football in a country which was totally ravaged by one of the world’s most notorious civil wars for over two decades.

Somali Football federation has in the past been using the neighbouring Djibouti as its home, because of the troubled situation in Somalia which prevented FIFA to send its instructors. The lack of suitable facilities was also another key problem since the FIFA instructors need an international class facility for their fitness trainings during the course.

Somalia’s old facility ‘Stadium Banadir ‘has now been shaped with an artificial turf this year, but key parts of the stadium still need to be reconstructed. However Secretary General Abdi Qani Said Arab says he was very hopeful that next year’s FIFA course for Somalia will be conducted in Mogadishu if the construction of stadium Banadir ends by April as expected and the security situations fully develops.

Building the future of our Children.

Often, we hear of new colleges or universities opening in Somali, Puntland and Somaliland. We need to look into the educational background and qualifications of these teachers and into what they are teaching our children. We need to know that the curriculum is relevant to prepare them for the jobs that are in demand today and in the future.

We need to educate our children to prepare them for the future by studying in order to compete for the highest demanding jobs in today’s market whether they live Somalia or outside of Somalia. Every year the United States, Europe and the Middle East bring to their countries, more than 60,000 people from India or other countries that are educated and/or trained specifically in technology and medicine. We need to identify the highest demanding jobs in the market today and what is coming tomorrow so we can always aim to improve the lives of our children. We can always follow the new trends and evolution of the market and direct children so they can be leaders not followers.

I have seen a lot of Somalia people who have graduated from universities but can only find employment as taxi drivers or parking lot attendants because they didn’t study for the jobs that are in demand today.

There are more than 100 technology certifications and they are all highly in demand; for example, Microsoft alone has almost 20 different certifications and so does Cisco. There is a technological position called Cloud Engineer. In this occupation, you can work with big organizations and live anywhere in the world that has internet access and still do your job. We know that the United States operates drone airplanes during military combat. This force is driven by technology.

There is a technology firm I associate with that brings at least 5,000 Indian engineers to the United States for contract opportunities every year. Those employees earn $80,000 to $150,000 dollar a year. It takes six months or less to educate these employees.

Our children can be educated between six to nine months to earn this kind of income. They can get contracts outside of our country if they can find no opportunities within our country. Also, other countries will sponsor them because there is a demand for these fields. To educate 100 students, it will cost 0 dollar. The only training equipment they need is a virtual lab that can be used from anywhere there is access to the internet.

We don’t have to be in Somalia to educate our children. There are so many ways that we can help our children today. Technology allows us to communicate and guide them step by step, such as using Video Conferencing and Web Conferencing. We need to set standards and let our children know that if they don’t take control of their lives and educate themselves with our help, they will fail in life.

Here are some examples I saw last year, when I went back home after 20 years:

I went to Somaliland in July of last year and when I was coming back I met two Indian engineers at Berbera Airport while we were waiting for the airplane. I spoke to one of the engineers and asked where he came from and what he does for a living. He stated he came from Puntland and was working for a telecom company installing equipment. Also, he mentioned that he was coming back after 3 weeks to work on contracts that were worth $150,000. He would be working for two months to fix some more equipment. In addition, he would be training four Somalia persons on minor troubleshooting technics.

I asked him if he was going to train those young Somalia persons how to fix the equipment if there is a problem and he responded to me “No, only to troubleshoot so I can keep my customer”. I told him what I do for a living and where I live. He asked me for my contact information and if I could work with him on different contracts in Africa. I told him that I am not ready at this time.

I spoke to the other Indian engineer and asked him where he came from and what he does for a living. He told me that he had been working in Somaliland for two year as a graphics designer and he was coming back after one month. I asked him how much does he earn and he told me more than $100,000 a year.

Approximately two months ago, I met another United Kingdom architectural engineering in Atlanta, GA who is working for SAMCable in Somaliland. A friend of mine introduced me to him while I was in Somaliland. Based on the conversation that I had with him regarding the field that he is working in at SAMCable, and because I consider myself an expert in that field, if he was in the United States, his skills and use of terminology would not allow him to secure a job making more than $200.000 dollar a year, as he quoted as being his salary.

We can help our children to prepare for the future so can they take the lead in our country, nearby or neighboring countries and the world.

We can always say to them, ”If you are the smartest person among your friends or associates, you need to meet new friends and associate who are smarter than you to advance your knowledge and quality of living. If you fall and you can look up you can get up.

UN rights chief calls on Somalia to re-open case of reporter and alleged rape victim

New York – The United Nations human rights chief today called on the Somali Government to re-open the case of a Somali journalist and the alleged rape victim he interviewed, after they were sentenced to one year in prison, stressing that the sentencing is a serious blow to the fight against sexual violence in the country.

“Sexual abuse in the camps for displaced people in Somalia is a real issue, and any effort to expose, denounce and deter these crimes should be supported,” said the High Commissioner for Human Rights, Navi Pillay. “It is deeply disturbing that a woman alleging rape can be penalized for reporting such a crime, and a journalist jailed for investigating it.”

Last month, Somali authorities arrested the woman – who claimed she was raped in September by armed men in government uniforms while living in a camp for internally displaced persons (IDPs) – and the journalist who interviewed her, as well as the person who introduced them. Two other individuals have also been charged in connection with the case.

The journalist, Abdiaziz Abdinur Ibrahim, was charged for offending the honour of a State institution and for filing a false report in spite of never having published his interview, while the alleged victim was charged for offending the honour of a State institution.

“I raised this case 10 days ago directly with the Government of Somalia,” Ms. Pillay said. “I am now calling on the Government to urgently re-open this case and launch a full inquiry to clearly establish what happened and, if any allegations of abuses against the victim and the journalist are confirmed, to hold those responsible accountable.”

Ms. Pillay underlined that the incident also puts at risk freedom of expression in a country where independent journalists have been regularly targeted and killed. “Sexual violence is a perfectly valid subject for any journalist to investigate. No journalist should be arrested and sentenced by a court to one year in jail for doing his work.”

She also condemned the statements made by some public authorities, including Police Commissioner General Sharif Shekuna Maye at a press conference last month, which exposed the alleged victim to public stigmatization, and undermined her right to presumption of innocence.

“I am very concerned about the impact the penalization of the woman alleging rape could have in the fight against impunity in sexual violence cases, especially given the reports of increasing sexual violence in Somalia,” the High Commissioner said. “And I am particularly shocked by the exposure of the victim of the alleged rape to public stigmatization,” she added.

Yesterday, Secretary-General Ban Ki-moon expressed his disappointment over the sentencing and urged the Government to ensure that all allegations of sexual violence are investigated fully and perpetrators are brought to justice. The UN Political Office in Somalia (UNPOS) as well as the Secretary-General’s Special Representative on Sexual Violence in Conflict, Zainab Hawa Bangura, had also spoken out in recent weeks about the case, calling for alleged crimes to be investigated and for a fair judicial process to be ensured.

U.N. chief suggests review of 21-year-old Somalia arms embargo

UNITED NATIONS (Reuters) – The Security Council should consider lifting an arms embargo on Somalia to help rebuild the country’s security forces and consolidate military gains against al Qaeda-linked al Shabaab, U.N.chief Ban Ki-moon suggested in a report Friday.

The council imposed the embargo in 1992 to cut the flow of arms to feuding warlords, who a year earlier ousted dictator Mohamed Siad Barre and plunged Somalia into civil war. Council diplomats said the arms embargo was “under discussion” as the delegations have not reached a final agreement.

Somalia’s president and prime minister were elected last year in the country’s first national vote since 1991.

“Enhanced efforts are … urgently needed to develop the Somali National Security Forces,” Ban said in the report to the 15-member council. “In this regard, the Security Council may wish to consider the repeated request by the government for lifting the arms embargo.”

Somalia wants help strengthening its poorly equipped and often ill-disciplined military that is more of a loosely affiliated umbrella group of rival militias than a cohesive fighting force loyal to a single president.

There are 17,600 U.N.-mandated African Union peacekeepers helping battle the Islamist rebels in Somalia. The African Union has also appealed to the Security Council to review the arms embargo on Somalia.

“Although security has improved considerably in Somalia, the struggle is far from over. The insurgents continue to carry out their attacks using terrorist attacks and targeted assassinations,” Ban said.

“These spoilers will seize any opportunity to reverse the gains,” he said. “We must continue to stay alert and deny them the space they seek. We should continue to explore the measures already identified, such as travel bans and asset freezes, as we determine when and to whom these must be applied.”

Ban also recommended in the report that a new U.N. assistance mission to deliver political and peacebuilding support be established in Somalia and that the Security Council consider a U.N. or joint U.N.-AU peacekeeping mission once the combat operations against Al-Shabaab come to an end.

He said planning for the deployment of the new U.N. assistance mission should take place as soon as possible and that it be based in Somalia instead of neighboring Kenya, now that security has improved.

The Security Council needs to renew the mandate for the AU peacekeeping force in Somalia, known as AMISOM, by early March.

The council is also considering a call to permit the export of stocks of charcoal. It banned the sale abroad of Somali charcoal in last February in an attempt to cut off al Shabaab’s funding.

The Security Council’s Monitoring Group on Somalia and Eritrea, an independent panel that reports on compliance with U.N. sanctions, says charcoal exports from southern Somalia in 2011 generated over $25 million for al Shabaab. (Editing by Doina Chiacu).
